4. Basic information on the life situation
A special registry office keeps registers of the following events: births, marriages, registered partnerships, and deaths of Czech nationals occurring abroad.

5. Persons authorized to act in this regard (to submit an application, etc.)
The following persons may apply for the registration of births in the special register:
- individuals concerned by the record and/or members of their families (i.e. parents, children, grandparents, grandchildren, great-grandchildren, spouses) and/or persons authorized by the above persons. 

The following persons may apply for the registration of marriage in the special register:
- individuals concerned by the record and/or members of their families (i.e. parents, children, grandparents, grandchildren, great-grandchildren, spouses) and/or siblings and/or persons authorized by the above persons.

 The following persons may apply for the registration of a registered partnership in the special register:
- individuals concerned by the record and/or persons authorized by them.

 The following persons may apply for the registration of deaths in the special register:
- family members of the deceased (i.e. parents, children, grandparents, grandchildren, great-grandchildren, spouses) and/or siblings and/or persons authorized by the above persons
- individuals acquainted with the personal data of the deceased, who submit the documents necessary for the registration of the death.

6. Conditions and procedures regarding this life situation
An applicant for the registration in the special register shall complete a relevant application form for the registration in the special register and submit documents required by law. The applicant’s identity shall be established and verified by a registry office registrar, an authorized employee of the embassy of the Czech Republic abroad, or an authorized employee of the regional authority, before which the citizen passed the Oath of Citizenship or made a declaration of the acquisition of citizenship of the Czech Republic, through which the application for the registration is made.

If the special registry receives the submission meeting all legal requirements, a record in a relevant register book is made and an official register certificate made out and sent to the sender’s address.

If the submission fails to meet all legal requirements, the special registry will invite the applicant to remove the faults within the stipulated period. If the applicant fails to do so, the administrative procedure for the registration in the special register shall be discontinued.

By filing an application for the registration in a special register at the embassy of the Czech Republic, through any registry office in the Czech Republic, through the regional authority before which the citizen passed the Oath of Citizenship or made a declaration of the acquisition of citizenship of the Czech Republic, or in person directly at the special registry department.

The application for the registration in the special register is filed at the embassy of the Czech Republic, through any registry office in the Czech Republic, through the regional authority before which the citizen passed the Oath of Citizenship or made a declaration of the acquisition of citizenship of the Czech Republic, or in person directly at the special registry department.

10. Documents to bring with you
The completed and signed application for the registration in the special register shall be submitted together with the following documents:

A foreign official register certificate, which relates to the event (birth, marriage, concluding of a registered partnership, death) to be registered in the special register, bearing all required verifications and officially translated into the Czech language;

A proof of the Czech Republic citizenship of the person concerned by the registration (i.e. an identity card, a passport, a certificate of the Czech Republic citizenship, or a deed of granting the Czech Republic citizenship). A certificate of the Czech Republic citizenship for children born abroad, who do not have permanent residence in the Czech Republic, is issued by Úřad městské části Praha 1 (Prague 1 City District Office), Odbor matrik (Registry Department), Vodičkova 18, Praha 1;

A power of attorney with a notarized signature of the applicant, if the application is being attended to by an authorized representative;

Other documents needed to verify the correctness of the facts to be registered, unless they can be demonstrated by the above documents in the registration of birth: a marriage certificate of parents, final decision on the permission to change a surname, a proof of paternity, etc.;

For the registration of marriage: An agreement on surnames after entering into marriage signed by both spouses (you may use page three of the application for the registration of marriage in the special register);

For the registration of the marriage/registered partnership: Birth certificates of the fiancés/partners, final court decision on the dissolution of the previous marriage for the divorced, a death certificate of the deceased spouse/partner for the widowed, a final court decision on the dissolution of the partnership, a final decision on the permission to change a surname, etc.;

For the registration of a death: the birth certificate or - if applicable - the marriage certificate of the deceased, a court decision on the dissolution of the marriage for the divorced, a death certificate of the spouse for the widowed, etc.

Application forms for the registration in the special register are available at registry offices, Czech Republic embassies abroad, directly at the special registry department, or on the website of ÚMČ Brno-střed (Brno-Centre City District Office).

The applicant for the registration may appeal against the decision on the suspension or termination of the proceedings for the registration in the special register within 15 days of the receipt of the decision; the appeal is made to Odbor vnitřních věcí Magistrátu města Brna (Department of Internal Affairs of the Brno City Municipality), Malinovského nám. 3, Brno, through Odbor matrika (Registry Department), ÚMČ města Brna (Brno City District Office), Brno-střed (Brno-Centre); the appeal is to be filed at the filing room (podatelna) of Úřad městské části města Brna (Brno City District Office), Brno-střed (Brno-Centre), Dominikánská 2, Brno.

For information on the conditions for acquiring Czech citizenship of a child in connection with the determination of paternity of a Czech citizen by a consonant declaration of parents in cases when the child’s mother is not a Czech citizen (pursuant to Act No. 186/2013 Coll. on citizenship of the Czech Republic, as amended (hereinafter the Act on Citizenship)

On the basis of the registration of a birth in the special register and issuing of a Czech birth certificate, the birth data will be introduced in the population records information system, by which by law, valid permanent residence in the Czech Republic is established (Section 10 (3) of the Act on Population Records).

According to Section 10 (12) of the Act on Population Records, the valid permanent residence created in this manner can be terminated.
